Since the Introduction of the National childcare strategy In 1998, a number of policy Initiatives have been Introduced to life the government’s commitment to provide the best quality childcare. There has been a considerable amount of legislation and policy produced over the past ten years, giving greater emphasis on the importance of the first five years of a child’s life. The real milestone for early years however, was when the ‘Birth to three matters’ was introduced in November 2002.
The birth to three matters framework aimed to provide support, information and guidance for practitioners with responsibility for the care and education of babies and children from birth to three years. It provided information on how children develop, effective practice, examples of activities which promote play and learning, guidance on planning and resounding, and way to meet diverse needs. (Education, 201 2) Following this the curriculum guidance for the foundation stage was Introduced by the Defer, as a distinct phase of education for children ages 3-5 In September 2000.

For example, in setting it has been observed that when a child has attended nursery the EYES scheme has provided the idea to create a child profile throughout their time there to show what a particular chills interests are, their learning and development stage etc, to help create a better picture for when they move on to primary school. Practitioners from the two different tenting have Joined together through this transaction and regularly share information about what the child has been doing to ensure continuity in their learning Journey through the early years.
By doing this, both practitioners are working together to provide the child with the best possible support for the important transition into primary school. The department for children, schools and families conducted a consultation on the EYES learning and development exemptions, between march and may 2007. In the consultation document, the DOCS asserts that The EYES is sufficiently flexible to accommodate to a range of early years approaches.
Despite the governments claims for the benefits and flexibility of the EYES many educators and childcare experts have expressed concern about the impact of the fees and called for changes to it. The ‘Openly’ was set up in response to fears that the governments new early years foundation stage is “overly prescriptive” “potentially harmful to the development of children” and “a breach of the human right of parents to have their children educated in accordance with their own philosophies”.
